Is easy, restart and start tapping the F8 key, use arrows, and the enter key, select safe mode with networking, get free http://www.malwarebytes.org/mbam.php update, do full scan.
Turn off the restore program first, when done, turn it back on..

Download a decent spyware remover, such as SUPERAntiSpyware or Spyware Doctor, install (if it doesn’t – rename the setup file), turn safe mode on and scan your system. That should do it.

It includes a trojan that blocks you from running almost all major antivirus products as well as block access to their websites, mainly because it does not want to be removed.
