He means he is a super-geek. ‘Gentoo’ is the name of a GNU/Linux distribution (an operating system), and if he’s compiling that on his phone, his phone is probably more sophisticated than your computer — assuming he got you your own computer, if only to keep you off of his.

Compiling is the process of a program being put together in order to run properly.
Gentoo is an Operating System, like Windows, or iOS 4 for the iPhone, or Android for the Android phone market.
If your husband says he’s ‘compiling’ Gentoo on his phone, he is lying, or trying to sound smart, or unaware of the terms. Gentoo doesn’t compile onto a mobile device, it would install as normal.
What he means to say is, he’s changing the interface of his phone by installing a new system, instead of what he was currently running which will most likely give him more freedom than he currently has.
